Not included in the program
The program does not cover mole removal or other minor surgical procedures, injection treatments, vaccinations, preventive medical check-ups, medical certificates for driving licences, or appointments with medical specialists.
If the doctor considers additional examinations or a specialist consultation necessary during the appointment, they will clearly explain the next steps.

Yes, remote appointments are ideal for prescription renewals, discussing test results, and mild symptoms. If necessary, the doctor will invite you for an in-person visit.
Yes, you can. The main requirement is not to exceed the number of visits reimbursed by Kela (3 visits in 2026 and 3 visits in 2027).
No. There is no annual payment ceiling in private healthcare. In the public healthcare system, there is an annual client fee ceiling, but visits under the Freedom of choice pilot are not counted toward it.
No. You only pay the appointment fee of €30. No additional charges apply.
Yes, you can. In 2026 and 2027, the program includes three general practitioner visits, and you are free to choose any private medical centre for your appointments.
No. Specialist appointments are not included in the Freedom of choice pilot. The program covers appointments with a general practitioner only.
Unfortunately, no. Visits included in the program are valid only during the current calendar year and cannot be carried over to the next year.
No. The program is available to all patients aged 65 and over, with no upper age limit.
Yes, you can. The program can be used regardless of whether you are employed or receiving occupational healthcare services.
If all visits included in the program have already been used, any further general practitioner appointments and possible examinations will be charged according to Medfin’s standard price list. We do not have access to the total number of visits used, as they may have been with different service providers. We recommend keeping track of your visits independently. Information about visits is also updated in the OmaKela service with a delay.
Yes. You are free to book an appointment with any Medfin general practitioner.
A doctor can view your previous medical records and test results in the Kanta system only if you have given your consent. Information recorded during your appointment at Medfin is also saved in the Kanta system. Before your visit, please make sure that your data access consent is active in the OmaKanta service.
Yes. Many chronic conditions, such as arterial hypertension, diabetes, and hypothyroidism, can be treated during a general practitioner appointment at Medfin under the Freedom of choice pilot.
For some conditions, certain necessary tests may not be included in the program. In such cases, the appointment itself is covered, but any additional examinations are charged separately according to the standard price list.
Before your visit, please ensure that you have granted permission in OmaKanta to access your previous medical records. If needed, the doctor will assist you in planning further treatment.
Appointments under the Freedom of Choice pilot always last 20 minutes and cannot be combined into a longer visit in accordance with Kela regulations. You may discuss several concerns during one appointment; however, in practice, there is usually enough time to properly address only one issue. Still, please inform the doctor about all your symptoms, and they will advise whether an additional visit is needed. Please note: only one doctor’s appointment per day is allowed under the Freedom of choice pilot.
No. A phone call to review test results is included in the appointment and does not use an additional visit under the program.
Yes, if you book a separate appointment specifically for a prescription renewal. If the prescription is renewed during a regular appointment, it is included in that visit and does not require additional time.
No. Appointments under the Freedom of choice pilot are intended for the treatment of illnesses and symptoms; vaccination counselling is not included in the program.
Yes. Although test results are usually reviewed most conveniently where the tests were originally ordered, you may also book an appointment in Medfin under the Freedom of choice pilot if the tests were performed elsewhere.
No. All blood tests ordered during the appointment are taken at the same time, and only one sample collection fee is charged. Kela reimburses part of the cost, leaving €15 to be paid.
No. Minor procedures, such as stiches or mole removal, are not included in the Freedom of choice pilot. However, these procedures can be booked separately at Medfin and are charged according to the standard price list.
No. Services provided under the Freedom of choice pilot cannot be directly billed to sickness funds or insurance companies. The visit must first be paid by the patient, after which you may apply for possible reimbursement from your sickness fund or insurance provider.
After using all visits included in the program, you may continue treatment at Medfin at your own expense or transfer to the public healthcare system. It is recommended to discuss further treatment options with your doctor already during your participation in the program.
Medical records and any test results from Medfin are saved in the Kanta system, which makes it possible to continue treatment in the public healthcare system if needed. The doctor will assess whether a referral to specialized medical care is required or provide a clear treatment plan for primary healthcare follow-up.
Yes. Under the Freedom of choice pilot, the referral practice functions as usual, and a Medfin general practitioner can issue a referral to public specialized healthcare if there are medical grounds. Referrals are processed within the public system according to the practices of the specific wellbeing services county.
If a condition requiring, for example, surgical treatment is identified during the appointment, the doctor will discuss the available treatment options with you. You can then decide whether to continue treatment within the public healthcare system or privately at your own expense.
